By October 1, 2024, all Singaporean drivers entering Malaysia with foreign-registered vehicles must have a Vehicle Entry Permit (VEP). This includes installing a Radio Frequency Identification (RFID) tag on the vehicle’s left headlamp. Failure to comply can result in fines of up to RM2,000 (around SGD 609) or imprisonment for up to six months.

The VEP is required for private, commercial, embassy, and government vehicles. Currently, only private vehicle owners can receive the RFID tags, with plans to issue them to other vehicle categories at a later stage.

What is a Vehicle Entry Permit (VEP)

A Vehicle Entry Permit (VEP) is required for all foreign-registered vehicles entering Malaysia. Issued by Malaysia’s Road Transport Department, the VEP helps track vehicles for security and toll collection. The RFID tag provided with the VEP allows you to pay the RM20 (about SGD6) road charge at both the Woodlands and Tuas checkpoints and covers tolls on Malaysia’s expressways through RFID lanes.

The VEP is valid for five years and costs RM10 (about SGD3). You can renew it starting six months before it expires. To register, visit the official VEP website. After approval, you can choose home delivery or collect the RFID tag at designated locations in Malaysia or Singapore.

Many Singaporeans travel frequently to Malaysia for work or leisure, and the introduction of the VEP has added some logistical hurdles. Long processing times and delays in receiving RFID tags have led some to consider alternatives like public transport for border crossings. 

Despite these challenges, getting your VEP is straightforward. Here’s a step-by-step guide to walk you through the process.

Step 1: Register Online

Start by visiting the official VEP website, managed by Malaysia’s Road Transport Department. Here’s what you’ll need to do:

  1. Create an Account: Register with your email and set up a password.
  2. Enter Vehicle Details: Enter your vehicle details, including the model, chassis number, and COE information. If you prefer, you can download your vehicle log card from the Land Transport Authority’s OneMotoring website and upload it as a PDF.
  3. Check Your Email: Once your information has been verified, you will receive a confirmation slip in your inbox. This may not be immediate. In the meantime, you can follow Step 2 below.  


Step 2: Download the Touch ‘N Go eWallet (TNG eWallet) App

Download the TNG eWallet app from the Apple App Store or Google Play Store to set up your TNG account. You’ll need it to link this account to your VEP-RFID tag for paying road charges and toll fees.

TNG eWallet is widely accepted by many businesses across Malaysia, making it a very convenient cashless payment method. 

Step 3: Upload Supporting Documents

After you have received the confirmation slip (Step 1), follow the link provided in the email to the TCSENS website. Log in using the same credentials as the VEP website.
To complete your registration, submit the following documents:

  • NRIC 
  • Vehicle log card
  • Current Certificate of Insurance

Make sure that all documents are clear and up-to-date, as incorrect or incomplete submissions may cause delays.

Step 4: Approval, Payment and RFID Tag Collection

Once your VEP registration is approved, you’ll get an email notification. From there, log in to the TCSENS website to complete your payment and choose how to receive your RFID tag. You have the following options:

  • Self-collection in Johor, Malaysia: Pay RM10 (about SGD3) for tag processing, plus a RM29.50 (about SGD9) Collection Agent Service Fee. Book an appointment when you make the payment. Available at three locations:
    • TCSENS VCC: G Floor, Block 6, Danga Bay, Jalan Skudai, 80200 Johor Bahru.
    • Paradigm Mall: Level 7 (mall’s carpark), Skudai Highway, Taman Bukit Mewah, 81200 Johor Bahru. Opens daily from 10am to 10pm until 31 Jan 2025.
    • Mall in the Iskandar Puteri area: More details to be announced for this new collection location.
  • Self-collection in Woodlands, Singapore: Tag processing fee of RM10 and a Collection Agent Service Fee of SGD39.
    VEP Information Centre is at 186 Woodlands Industrial Park E5, #03-01R. Operating hours are Monday to Friday, 9am to 5pm.

    For self-collection, always remember to bring the appointment slip.
  • Home delivery: RM10 for processing, with additional courier charges depending on the service provider and final delivery address.

Step 5: RFID Tag Installation and Activation

If you’re picking up your RFID tag at Johor or Woodlands, the staff will handle the installation for you.

If you’ve chosen home delivery and need to install it yourself, follow these steps:

  • Select a clean, dry spot on the left headlamp (passenger side).
  • Place the tag at least 5 cm away from any metal parts.
  • Avoid sticking the tag on the curved part of the headlamp.
  • Carefully peel the tag and apply it.

To activate the RFID tag, take a photo of the tag along with your vehicle’s license plate. Upload it to vepams.jpj.gov.my. You’ll get an email when activation is complete. Get ready to cross the borders!


Tips for a Smooth Registration Process:

  • Apply early: Apply early to avoid delays in processing your VEP, as demand is currently high.
  • Check installation: Make sure your RFID tag is installed properly to ensure smooth scanning at checkpoints.
  • Keep track of renewal dates: The VEP is valid for five years, so mark your calendar for renewal.
  • VEP Deregistration: If you’ve purchased a secondhand car that was previously VEP-registered, deregister it on the TCSENS website using the “Request for Deregistration” link. 
  • VEP Information Centre (Woodlands): For any VEP-related issues, the VEP Information Centre in Woodlands is available, but make sure to book an appointment before visiting. To book an appointment, email [email protected] with subject “REQUEST FOR INFO”. You will then be emailed a link to make your appointment.

Challenges and Alternatives

Singaporean vehicles can still enter Johor Bahru without a VEP for now, but written warnings are being issued for those without it. This grace period may end soon, so it’s best to apply as early as possible. If you encounter delays or need to travel before securing your VEP, consider using public transport or renting a vehicle in Malaysia as temporary alternatives.
